Cutting the sides of a triangle

You will measure how a point cuts a side of a triangle, then use the two ratios to decide whether a line is parallel to the base.

Your tasks.

1. In dist, return the distance between the points p and q.
2. In split_ratio, return the ratio $AD / DB$ for a point d on the segment from a to b.
3. In is_parallel_by_ratio, return True when d on AB and e on AC cut the two sides in the same ratio, $AD/DB = AE/EC$.
4. Set ratio_found to the ratio $AD/DB$ for $A = (0, 0)$, $B = (12, 0)$ and $D = (4, 0)$.
