When current flows through the helix, adjacent turns carrying current in the same direction attract each other magnetically, causing the helix to contract. This contraction lifts the lower end away from the mercury, breaking the circuit; once broken, the magnetic attraction vanishes and the spring relaxes back down, re-establishing contact. This repeats, producing oscillation.
A loosely wound helical spring made of stiff wire is mounted vertically with its lower end just touching a dish of mercury, completing a circuit through a battery. When the current is switched on, what happens to the wire?
